ปัจจัยและกระบวนการบริหารที่ส่งผลต่อการเป็นองค์การสมรรถนะสูง ขององค์การบริหารส่วนจังหวัดขอนแก่น (Factors and Process of Administration Affecting High Performance Organization Potentiality of Khon Kaen Provincial Administrative Organization)

ท่ามกลางการแข่งขันขององค์การส่งผลให้องค์การทั้งภาครัฐและภาคเอกชนได้ให้ความสำคัญและนำการบริหารต่างๆ มาพัฒนาองค์การเพื่อก้าวไปสู่การเป็นองค์การสมรรถนะสูง การศึกษาครั้งนี้ใช้วิธีการวิจัยเชิงปริมาณ กลุ่มประชากร คือ บุคลากรภายในองค์การบริหารส่วนจังหวัดขอนแก่น จำนวน 211 คน โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล การวิเคราะห์ข้อมูลใช้สถิติค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าร้อยละ ค่าสัมประสิทธิ์สหสัมพันธ์พหุคูณ และค่าสัมประสิทธิ์การถดถอย ผลการศึกษา พบว่า ปัจจัยและกระบวนการบริหารที่ส่งผลต่อการเป็นองค์การสมรรถนะสูงขององค์การบริหารส่วนจังหวัดขอนแก่นในเชิงบวกอยู่ในระดับสูง (R²=0.764) ตัวแปรอิสระที่ส่งผลต่อการเป็นองค์การสมรรถนะสูงขององค์การบริหารส่วนจังหวัดขอนแก่น อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 ได้แก่ ด้านกลยุทธ์ ด้านการทำงานเป็นทีม และด้านการประเมินผลคุณภาพ และแนวทางในการพัฒนาที่จะนำไปสู่องค์การสมรรถนะสูงขององค์การบริหารส่วนจังหวัดขอนแก่น นอกจากการพัฒนาด้านกลยุทธ์ ด้านการทำงานเป็นทีม และด้านการประเมินผลคุณภาพแล้วยังพบว่า หน่วยงานควรมีแผนรองรับกับความเสี่ยงที่จะเกิดจากการกระทำที่ไม่พึงประสงค์ของบุคลากร ควรจะมีแนวทางในการสร้างสรรค์สิ่งใหม่ขึ้นอย่างต่อเนื่อง เพื่อเพิ่มขีดความสามารถในการแข่งขัน และหน่วยงานควรสนับสนุนการใช้เทคโนโลยีในการทำงานด้านการให้บริการประชาชนมากขึ้น

ABSTRACT

Among the competition within the organizations, it made the government and private sectors realize that the administrative management is needed for developing the organization in order to step further into becoming the high performance organization. There were 211 participants in this quantitative research. They work in Khon Kaen provincial administration organization. The questionnaires were used as a research instrument in order to collect and analyze the data by calculating from the mean, standard deviation, multiple regressions, and regression coefficient. The findings were found that factors and process of administration affected a becoming high performance organization of Khon Kaen provincial administrative organization in a positive process was high (R²=0.764). The independent variables which affected to high performance organization of Khon Kaen provincial administrative organization with statistical significant level at 0.01 included; strategy variable, teamwork variable and quality evaluation variable and in term of further development guidelines of high performance organization of Khon Kaen provincial administrative organization. In addition to developing strategy variable, teamwork variable and quality evaluation variable found that, the organization should provide risk supporter planning from staffs’ adverse action, provide new creative guidelines in order to enhance the competition stability and should support technology adaptation in public service.
