บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อนำเสนอแนวโน้มความร่วมมือระหว่างภาคส่วนต่าง ๆ และการสนับสนุนของรัฐต่อการผลิตและการบริหารทรัพยากรมนุษย์ในวิชาชีพครูช่างอุตสาหกรรม (พ.ศ.2559-2569) โดยใช้เทคนิควิจัย EDFR (Ethnographic Delphi Future Research) ด้วยแบบสัมภาษณ์กึ่งโครงสร้างและแบบสอบถามที่เก็บข้อมูลจากผู้เชี่ยวชาญจำนวน 24 ท่าน ผลการวิจัยพบว่า (1) แนวโน้มความร่วมมือระหว่างภาคส่วนต่าง ๆ พบว่า เกิดกลไกการขับเคลื่อนในรูปแบบคณะกรรมการร่วมที่แบ่งตามกลุ่มคลัสเตอร์อาชีพ ประกอบด้วย 5 ภาคส่วนที่สำคัญ ได้แก่ สถาบันอุดมศึกษาผู้ผลิตครูช่างอุตสาหกรรม สำนักงานคณะกรรมการการอาชีวศึกษา สมาคมวิชาชีพครู หน่วยงานผู้พัฒนาครู และหน่วยงานผู้ใช้ครู (2) แนวโน้มการสนับสนุนของรัฐ พบว่า ได้รับการเกื้อหนุนจากภาครัฐในเชิงนโยบาย งบประมาณ และการบริหารจัดการ รวมถึงการบูรณาการนโยบายตั้งแต่การผลิตจนถึงการพัฒนาครูช่างอุตสาหกรรม

ABSTRACT

The purpose of this research is to propose a prospective study of collaboration and government support in education and human resource management in industrial instructor profession (2016-2026). The investigation was based on the Ethnographic Delphi Future Research (EDFR) by which interviews and questionnaires were collected from 24 experts. The research findings show (1) The collaboration trend demonstrates a driving mechanism in a form of a joint committee consisting of five occupational clusters; education institutions, Vocational Education Commission (VEC), Thailand Teachers’ Council, development organization for industrial instructor, and instructor employer. (2) The trend in government supports are policy, budget and management. The integration in policy, ranging from education to development has also been given to all industrial instructors
