รูปแบบและโครงสร้างการปกครองท้องถิ่นเปรียบเทียบไทยกับมาเลเซีย

Abstract

การศึกษาการเมืองการปกครองเปรียบเทียบได้รับความสนใจหลังสงครามโลกครั้งที่ 2 โดยประเด็นที่สนใจในการศึกษาเปรียบเทียบ ได้แก่ รูปแบบและกระบวนการทางการเมืองและการปกครองของในประเทศต่าง ๆ เช่น รัฐบาล รัฐสภา รัฐธรรมนูญ นักการเมือง การมีส่วนร่วมทางการเมือง สิทธิของพลเมือง แต่ในการเมืองขนาดเล็ก เช่น การปกครองส่วนท้องถิ่นกลับได้รับความสนใจไม่มากนัก และที่ปรากฏมักเป็นการเปรียบเทียบในกลุ่มประเทศที่พัฒนาแล้ว ในปลายปี พ.ศ.2558 ภูมิภาคเอเชียตะวันออกเฉียงใต้ได้เข้าสู่ความเป็นประชาคมอาเซียน แต่ความรู้ความเข้าใจเกี่ยวกับการปกครองท้องถิ่นในประเทศสมาชิกด้วยกันยังมีอยู่น้อยมาก โดยเฉพาะสมาชิกที่มีพรมแดนติดกับประเทศไทย เช่น ประเทศมาเลเซีย เนื่องจากมีความใกล้ชิดในระดับท้องถิ่นที่มีพื้นที่ปกครองติดกัน แต่ด้วยความแตกต่างทั้งทางด้านระบอบการปกครอง วัฒนธรรมทางการเมือง และระดับของการกระจายอำนาจ ทำให้รูปแบบการปกครองส่วนท้องถิ่นของประเทศมาเลเซียเป็นเรื่องที่น่าสนใจอย่างยิ่ง ดังนั้นบทความนี้ จึงขอนำเสนอรูปแบบและโครงสร้างการปกครองท้องถิ่นเปรียบเทียบระหว่างประเทศไทยกับประเทศมาเลเซีย เพื่อให้มีองค์ความรู้เกี่ยวกับการเมืองการปกครองของประเทศสมาชิกอาเซียน

The study of comparative politics and government became popular since World War II. Most topics that have been researched and compared include the form and procedures of politics and government in different countries e.g. government, parliament, constitution, politicians, political participation, citizen rights. However, small sized politics such as local government are not much discussed about except for the comparison among some developed countries. At the end of 2015, South East Asian countries entered into ASEAN Economics Community while the information regarding local government of member countries is not much available especially those bordered to Thailand such as Malaysia, which is close to us in the local level where the governed areas are connected. However, the differences in terms of the form of government, political culture, and decentralization level make it very interesting to study about Malaysia’s local government. Therefore, in this article, the form and structure of local government between Thailand and Malaysia will be compared so as to learn more about politics and government of a member of ASEAN.
