ข้อเสนอเชิงนโยบายการจัดการศึกษาเพื่อการมีงานทำในโรงเรียน การศึกษาสงเคราะห์
Abstract
งานวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาข้อเสนอเชิงนโยบายการจัดการศึกษาเพื่อการมีงานทำในโรงเรียนการศึกษาสงเคราะห์ ซึ่งใช้ระเบียบวิธีวิจัยแบบผสานวิธี (Mixed Methods Research) ผู้วิจัยดำเนินการวิจัย 3 ระยะ คือ ระยะที่ 1 ศึกษาบริบทเพื่อจัดทำร่างข้อเสนอเชิงนโยบาย ประกอบด้วยการศึกษาเอกสาร การศึกษาเชิงสำรวจและการศึกษาพหุกรณี จำนวน 3 โรงเรียน ระยะที่ 2 การพัฒนาร่างข้อเสนอเชิงนโยบายโดยการสัมมนาเชิงปฏิบัติการ 4 ภูมิภาค ผู้ให้ข้อมูลจำนวน 80 คน ระยะที่ 3 ตรวจสอบร่างข้อเสนอเชิงนโยบายโดยพิจารณาจากเกณฑ์ความเหมาะสม ความเป็นประโยชน์ ความเป็นไปได้ และความสอดคล้อง ประกอบด้วยการสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ จำนวน 9 ท่าน และการประชาพิจารณ์กลุ่มผู้มีส่วนได้ส่วนเสีย 4 ภูมิภาค จำนวน 120 คน ผลการวิจัยสรุปได้ดังนี้ ข้อเสนอเชิงนโยบายการจัดการศึกษาเพื่อการมีงานทำในโรงเรียนการศึกษาสงเคราะห์ ที่มีความเป็นไปได้ เหมาะสม มีประโยชน์และสอดคล้องกับบริบทของโรงเรียนการศึกษาสงเคราะห์ ซึ่งรับเด็กด้อยโอกาส 10 ประเภท ประกอบด้วยองค์ประกอบ 8 ด้าน ได้แก่ 1) ด้านวิสัยทัศน์ มีแนวปฏิบัติจำนวน 12 ข้อ 2) ด้านบริหารจัดการ มีแนวปฏิบัติจำนวน 9 ข้อ 3) ด้านบุคลากร มีแนวปฏิบัติจำนวน 15 ข้อ 4) ด้านการพัฒนาหลักสูตร มีแนวปฏิบัติจำนวน 17 ข้อ 5) ด้านการจัดการเรียนรู้ มีแนวปฏิบัติจำนวน 23 ข้อ 6) ด้านกิจกรรมพัฒนาผู้เรียน มีแนวปฏิบัติจำนวน 18 ข้อ 7) ด้านเทคโนโลยีสารสนเทศ มีแนวปฏิบัติจำนวน 11 ข้อ และ 8) ด้านเครือข่ายความร่วมมือ มีแนวปฏิบัติจำนวน 10 ข้อ
This study aims to develop policy proposal for career education of welfare education school in aspects of possibility, utility, and appropriateness for school setting. The mixed method research was employed in this research. The study was operated of 3 phases as follows: the first phase was studying the conditions and the contexts at three schools to make draft of policy proposal by study related literature, survey research and the multi – case study. The second phase was developing the draft of the policy proposal by workshop 80 people. The last phase was evaluating the policy proposal consisting of possibility, utility, and appropriateness by 9 experts with in – depth interview and public hearing in four parts. And the results of this research revealed as follows from 120 people. The conclusion of this research; the policy of the career education of welfare education schools were possible, proper, valuable and conform to the context of 10 types of opportunity students school. 1) Vision had 12 articles to perform. 2) Administration had 9 articles. 3) Personnel had 15 articles. 4) Curriculum Development had 17 articles. 5) Learning Management had 23 articles. 6) Student Activities Development had 18 articles. 7) The Information Communicative Technology had 11 articles and 8) Cooperative Network had 10 articles.
