Roles and Proposals of Sihanouk for Solving Cambodian Problems (1979-1991) หน้า 163-205

Abstract

The study aims to understand the roles of Sihanouk in solving Cambodian problems, his objectives and his standpoints. The study finds that Sihanouk's role in solving Cambodian problems can be separated into 3 groups : 1) Showing his neutrality for all parties of Cambodian problems. 2) Participating with the Khmer Rouge and Khmer Seri in forming a coalition government of Democratic Kampuchea (CGDK). 3) Aiming to negotiate with Khmer Heng Samrin. In order to perform these 3 roles, Sihanouk tried to solve Cambodian problems by following 5 proposals : 1. Vietnam must withdraw their troops from Cambodia. 2. The Four Khmer groups must participate in forming a coalition government. 3. The peace troops of the United Nations enter to keep security for the free election in Cambodia. 4. All political parties of Cambodia have to disarm to participate in the general election. 5. Countries involved have a meeting to endorse the neutrality of Cambodia. The roles of Sihanouk performed in 3 ways had to be limited because Cambodian problems were affected by the conflict between China and the USSR. If China had confronted the USSR and had a serious conflict, the roles of Sihanouk would be difficult. However, if the relationship between China and the USSR have improved, it would be advantageous to Sihanouk's roles and proposals.
