"Huai Lottery': the Government Policy for Income

Abstract

The Huai Lottery was a new type of gambling that the Chinese had legally introduced and spreaded throughout Thailand at the early Rattanakosin. It was a popular gambling which brought to the State a great amount of income in the form of taxation. Although the government obviously witnessed the social problems which resulted from people's preoccupation with the gambling but the gambling tax was so high that it became a major revenue of the country, and it was not easy to find any other source of income to replace it. Therefore, the repeal of this tax had been delayed until 1916.
