การพัฒนาศักยภาพความเป็นผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อมอัจฉริยะในการบริหารจัดการด้วยเทคโนโลยีบล็อกเชน

การศึกษาวิจัยนี้มีวัตถุประสงค์ 2 ประการได้แก่ ประการที่หนึ่ง เพื่อพัฒนาศักยภาพด้านกำลังคนของประเทศและการพัฒนาผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อมให้มีความรู้ความเข้าใจ และการใช้ประโยชน์จากเทคโนโลยีบล็อกเชนในการบริหารจัดการองค์กรให้กับผู้ประกอบการ ประการที่สอง เพื่อพัฒนาและสร้างแนวทางสำหรับการพัฒนาทักษะความรู้ ความเข้าใจและการใช้ประโยชน์จากเทคโนโลยีบล็อกเชนของผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อม
จากการศึกษาพบว่า ผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อมส่วนใหญ่ยังขาดความรู้ความเข้าใจในการนำเทคโนโลยีบล็อกเชนไปใช้ประโยชน์ในทางปฏิบัติในองค์กร ด้วยเหตุที่เทคโนโลยีบล็อกเชนมีลักษณะการทำงานที่แตกต่างจากระบบเทคโนโลยีสารสนเทศที่ใช้อยู่ในองค์กรทั่วไป ประกอบกับการนำไปใช้ประโยชน์ยังมีข้อจำกัดด้านภาษาทางเทคนิคและวิธีการนำไปใช้ประโยชน์ให้กับผู้ประกอบการโดยตรงและ เทคโนโลยีบล็อกเชนดังกล่าวยังไม่สามารถใช้ได้กับผู้ประกอบการได้ในทุกประเภท โดยเฉพาะข้อจำกัดในการนำไปใช้อยู่ในหลายด้าน อาทิ ผู้ประกอบการต้องใช้งบประมาณสูงในการวางระบบ องค์ความรู้ของพนักงานการพัฒนาองค์ความรู้และเปลี่ยนแปลงแนวคิดในการบริหารจัดการข้อมูลขององค์กรที่เกี่ยวข้อง หรือการจัดเก็บข้อมูลของผู้ประกอบการที่เกี่ยวกับการประกอบกิจการ ไม่มีความจำเป็นถึงขนาดต้องใช้เทคโนโลยีบล็อกเชนในใช้ประโยชน์หรือสนับสนุนการประกอบธุรกิจกับผู้ประกอบการทุกประเภทแต่อย่างใด
การศึกษาครั้งนี้เสนอแนะว่า ประการที่หนึ่ง ข้อเสนอแนะต่อแนวทางการพัฒนาศักยภาพของผู้ประกอบวิสาหกิจขนาดกลางและขนาดย่อม ประการที่สอง ข้อเสนแนะเชิงนโยบายต่อแนวทางการพัฒนาศักยภาพของผู้ประกอบธุรกิจของวิสาหกิจขนาดกลางและขนาดย่อมผ่านการบูรณาการการสนับสนุนการทำงานและการกำหนดยุทธศาสตร์ทำงานร่วมกันของหน่วยงานภาครัฐ ประการที่สาม ข้อเสนอแนะต่อการพัฒนากลไกในระบบกฎหมายควบคุมกำกับและการส่งเสริมและสนับสนุน
