ความเคลื่อนไหวและปรากฏการณ์การของการรณรงค์ "สู่มรดกโลก" ในประเทศไทย

การรณรงค์ “สู่มรดกโลก” เพื่อการอนุรักษ์และพัฒนาให้แหล่งมรดกทางธรรมชาติ และวัฒนธรรมให้ได้รับการยกย่องในฐานะแหล่งมรดกโลกนั้นเป็นกุญแจสำคัญในการสร้างความตระหนักรู้และกระตุ้นให้เกิดความเคลื่อนไหวการอนุรักษ์ในพื้นที่ รวมทั้งยังเป็นการเน้นยำถึงการมีส่วนร่วมของคนในท้องถิ่นในกระบวนการเสนอชื่อเป็นแหล่งมรดกโลกซึ่งก็เป็นสิ่งสำคัญและจำเป็นต้องได้รับการสนับสนุนอย่างมาก เพื่อให้ชุมชนท้องถิ่นมีความรับผิดชอบในการบำรุงรักษาทรัพย์สินทางธรรมชาติและวัฒนธรรมร่วมกับรัฐภาคี ทว่าเมื่อพิจารณาสถานการณ์การรณรงค์ในระดับประเทศในแต่ละแหล่งต่างมีระดับการประสบความสำเร็จที่ต่างกัน และการประสบความสำเร็จนั้นก็มีเป้าหมายที่ต้องการต่างกันออกไปด้วย อย่างไรก็ตามสิ่งที่น่าสนใจคือ แรงขับดันในพื้นที่ต่าง ๆ ที่ให้ความสำคัญกับคุณค่าของแหล่งมรดกทั้งทางธรรมชาติและวัฒนธรรมเหนือความต้องการทางเศรษฐกิจและสังคมสมัยใหม่ รวมทั้งพลังของเครือข่ายได้ช่วยให้การรณรงค์ประสบผลสำเร็จ
เพื่อศึกษาวิเคราะห์ความเคลื่อนไหวและปรากฏการณ์การการรณรงค์ “สู่มรดกโลก” ในประเทศไทย เพื่อถอดบทเรียน ปัจจัย เงื่อนไข และปรากฏการณ์ของกระบวนการท้องถิ่นนิยมในการผลักดันแหล่งต่าง ๆ เพื่อขึ้นทะเบียนเป็นมรดกโลก ที่จะนำไปสู่การกำหนดยุทธศาสตร์ขับเคลื่อนและการวางแผนปฏิบัติงานที่ยึดโยงกับชุมชนท้องถิ่น เพื่อเตรียมการเข้าสู่การขอรับการพิจารณาเป็นแหล่งมรดกโลกทั้งทางธรรมชาติและทางวัฒนธรรมของไทย โดยการเปรียบเทียบภาพรวมและภาพย่อย ผ่านฐานข้อมูลอ้างอิงทางวิชาการเพื่อการสร้างองค์ความรู้อย่างเป็นระบบและน่าเชื่อถืออันนำไปสู่การกำหนดแผนการดำเนินการ แผนการบริหารจัดการ ในแหล่งมรดกฯ เพื่อสร้างความเคลื่อนไหวการรณรงค์ “สู่มรดกโลก” ในแหล่งต่าง ๆ อย่างต่อเนื่องและยั่งยืนต่อไป
