Readiness for the Promotion of Sila Thip Sub - district Administrative Organization to Be a Subdistrict Municipality in Chai Badan District, Lopburi Province

Abstract

The purposes of this research were to: 1) study the readiness for the promotion of Sila Thip Sub - district Administrative Organization, Chai Badan District, Lopburi Province to be Sub-District Municipality; 2) study the relationship between organizational management efficiency and readiness for the promotion; and 3) propose a general guideline for efficient promotion of subdistrict administrative organizations as subdistrict municipalities.  The author employed a mixed methods research design. Data were collected through a survey of 374 respondents, interviews of 19 local leaders and representatives from Sila Thip Subdistrict Administrative Organization, and group discussions of nine key informants. Data were analyzed using percentage, mean, standard deviation, Pearson Product Moment Correlation analysis, and content analysis.

            Findings are as follows. 1) The overall of readiness for the promotion was at a high level. When considering each aspect, it was found that parts with the highest values were participation, public service, relationships with the community, and governance respectively. 2) Promotion readiness and management efficiency as a whole and in each aspect were statistically related in the same direction. The most relevant aspect was public service and governance with statistical significance at the 0.01 level. 3) The general guideline for the development of readiness consists of promoting knowledge to the population, encouraging participation at all levels, improving personnel capability, improving public service quality, and improving revenue collection efficiency.
