The Policy Proposal of the Community Resettlement: A Case Study of Theun-Hinboune Hydropower Expansion Project, Khamkeut District, Bolikhamxai Province, Lao People Democratic Republic

The purposes of this study were to: 1) to study the status and problems of community migration; 2) to find factors toward achievement of the migration; and 3) to provide policy recommendations on the community resettlement achievements of Theun-Hinboune hydropower expansion, Khamkeut District, Bolikhamxai Province, Lao PDR. The author employed a mixed methods design. In the quantitative phase, the research instrument was questionnaires. In the qualitative phase, data were collected through in-depth interviews, focus group interviews, and non-participant observation. Statistics used in the analysis were frequencies, percentages, mean, and standard deviation. Content analysis was also used.
The findings were as follows. The community resettlement caused economic, social, and physical and environment problems. The factors affecting the achievements of the community resettlement were: (1) Management of infrastructure; (2) Disposal of wastes and sewage; (3) public health Promotion; (4) Traditions, cultures, and beliefs; (5) Protection and maintenance of peace and order; (6) Coordination; (7) The allocation of land; (8) Occupational promotion; and (9) provision of water sources for consumption. The author provide recommendations on the policy proposal of the community resettlement in terms of allocation of land, water sources for consumption, and occupational promotion.
