Abstract

This article addresses public policy paradigms from the mainstream top-down model to the new bottom-up model through a case study of the Draft Act on Community Rights for the Management of Land and Natural Resources in the form of Community Title Deed, which has been a long-standing issue of disputes and conflicts between the public sector and the people. This article also analyzes the consistency between the public policy paradigm and the draft act. The results reveal that the mobilization of civil-society groups and their affiliates are essential for public policy advocacy. The policy aims to solve the people's problems at a precise point, which results from people making recommendations to the government rather than waiting for government to implement policy as in the past. This form of policy mobilization is consistent with the new public policy paradigm based on the bottom-up model.
