Abstract

Government agencies face challenges in driving their missions to meet the needs of their citizen in much value, timely and appropriate manner. Therefore, it is necessary to inquire tools or techniques to help in management in order to increase the effective management of work as well as achieve in accordance with the objectives set by the organization. The statistic results revealed that (1) respondents' perceptions of Organizing were observed in highest level. (2) The overall opinion on the Balance Scorecard was at a highest level. (3) Organizing characteristics are positively influence the Balance Scorecard at the 0.05 level, which the dimension of the Corporate Design is the most factor that best influence on Balance Scorecard, which the regression coefficient of forecasting was .273. Policy recommendations include Government agencies should focus on the aspects namely enhancing employee skills and knowledge and promoting corporate values and culture. In addition, prioritizing by promoting physical elements such as working resources and support from the management will lead to a high-performance government agency that will result in effective administration and good service.
