Participatory Water Management under the Local Charter: The Role of Local Administrators in Hua Mueang Subdistrict Administrative Organization

Abstract

This study aims to examine the roles, problems, and obstacles faced by local administrators in Hua Mueang Subdistrict Administrative Organization, Song District, Phrae Province, in water management. It also seeks to propose guidelines to strengthen their roles in participatory water management under the local water management charter. Adopting a qualitative research methodology, the study conducted interviews with 30 key informants, including village leaders, farmers, operational-level officials, policy-level officials, and members of water user groups. Data were analyzed using content analysis and presented in the form of analytical description. The findings identify five primary roles of local administrators in participatory water management according to the water management charter: (1) policy and plan formulation, (2) appointment and removal of working groups, (3) command and control, (4) monitoring and evaluation, and (5) provision of advice. The main problems and obstacles include a lack of knowledge and skills in water management, equipment limitations, and the absence of a localized water management information system. The proposed guidelines to strengthen the roles of local administrators are: (1) development of policy, strategy formulation, and planning, including integrated participatory management strategies; (2) promotion and support for establishing water user organizations in all communities; (3) command and control based on good governance principles, performance outcomes, and flexibility; (4) implementation of concrete monitoring and evaluation systems; and (5) provision of advisory services, such as the development of legal manuals on water management for water user groups.
