การจัดบริการสาธารณะเป็นกิจกรรมที่เกี่ยวข้องกับประโยชน์สาธารณะที่ดำเนินการจัดทำขึ้นโดยบุคคลในกฎหมายมหาชนหรือ โดยเอกชนซึ่งฝ่ายปกครองต้องใช้อำนาจกำกับดูแลบางประการและอยู่ภายใต้ระบบพิเศษ การบริการสาธารณะแบ่งออกเป็น 3 ประเภท ได้แก่ การจัดบริการสาธารณะปกครอง การบริการสาธารณะทางอุตสาหกรรมและพาณิชยกรรม การบริการสาธารณะทางสังคมและวัฒนธรรม สำหรับการประยุกต์ใช้อรรถประโยชน์ทางการเมืองที่มีความสัมพันธ์กับการตัดสินใจเลือกตั้งและการจัดบริการสาธารณะนั้น ภาคประชาชนและภาคผู้แทนประชาชนควรทำความเข้าใจและตระหนักอย่างแรงกล้า ในประเด็นดังต่อไปนี้ ความเข้าใจกระบวนการทางการเมือง ความเข้าใจบริบทเชิงพื้นที่ ความเข้าใจธรรมชาติของมนุษย์ระดับปัจเจกและสังคม ความเข้าใจในเหตุผลการตัดสินใจของมนุษย์ ทำความเข้าใจว่าด้วยเงื่อนไขการตัดสินใจทางการเมือง และความสัมพันธ์ระหว่างอรรถประโยชน์ทางการเมืองกับการตัดสินเลือกตัวแทน
