บทคัดย่อ

The People’s Republic of China is a socialist country with a unitary state structure. The country is under the centralized administration of the the Central Government. The Local Government of Yunnan Province, which is the highest provincial administrative body, reports directly to the Central Government and is legitimate to lead and control the administration of the prefecture levels, the autonomous prefectures of the ethnic minority groups as well as districts, sub-districts, and townships within its administrative areas. It is legally righteous for the Local Government of Yunnan Province to manage the socio-economic and cultural affairs conforming to the laws and principles set up by the Prime-Minister. It is required that the Local Government of Yunnan Province specifies policies in accordance with its real situations, draft and enforce the social and economic plans. Moreover, the Local Government of Yunnan Province must act as a coordinator between the Central Government and other organizations at different levels within its administrative areas.
