Implementation Process of the Temporary Border Migrant Workers Policy: A Case Study of Cambodian Workers

This study focuses on implementation process of temporary border migrant workers policy: case study of Cambodian workers. A qualitative methodology was employed with in-depth interviews of 30 key informants who were purposively selected. The key informants included immigration officers, provincial employment officers, members of the Chambers of Commerce, entrepreneurs, and Cambodian migrant workers. The research was conducted in Sa Kaeo and Surin Provinces. Data were analyzed using content analysis technique to construct the actual policy implementation process.
The results reveal that there are two kinds of migrant workers: permitted workers and seasonal workers. Permitted workers need to go through a number of processes as stipulated by law. On the other hand, the seasonal workers who do not hold work permits need to merely request for boarder pass. However, local authorities, municipal officials are involved in the administration of that process. In addition, military agencies also help facilitate in the temporary permitted areas.
