งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาความพร้อมในการยกฐานะเป็นเทศบาลตำบลขององค์การบริหารส่วนตำบลศิลาทิพย์ อำเภอชัยบาดาล จังหวัดลพบุรี 2) ศึกษาความสัมพันธ์ประสิทธิภาพการบริหารองค์กรกับความพร้อมในการยกฐานะเป็นเทศบาลตำบลขององค์การบริหารส่วนตำบลศิลาทิพย์ 3) เสนอแนวทางการพัฒนาความพร้อมในการยกฐานะองค์การบริหารส่วนตำบลเป็นเทศบาลตำบลอย่างมีประสิทธิภาพ ใช้วิธีวิจัยแบบผสมผสาน กลุ่มตัวอย่างที่ใช้ ประกอบด้วย แบบสอบถามรวบรวมข้อมูลจากประชาชน จำนวน 374 คน แบบสัมภาษณ์กับ ผู้นำท้องถิ่น และบุคลากรองค์การบริหารส่วนตำบลศิลาทิพย์ จำนวน 19 คน และการประชุมกลุ่มสนทนาผู้มีส่วนเกี่ยวข้อง จำนวน 9 คน วิเคราะห์ข้อมูลด้วย ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน วิเคราะห์สหสัมพันธ์เพียร์สัน และวิเคราะห์เนื้อหา
ผลการศึกษาพบว่า 1) ความพร้อมการยกฐานะเป็นเทศบาลตำบลขององค์การบริหารส่วนตำบลศิลาทิพย์โดยรวมอยู่ในระดับมาก เมื่อพิจารณารายด้านพบว่า ด้านที่มีค่ามากที่สุดคือ ด้านการมีส่วนร่วม รองลงมาคือ ด้านการจัดบริการสาธารณะ ด้านความสัมพันธ์กับชุมชน และด้านการจัดการปกครอง 2) ความสัมพันธ์ระหว่างความพร้อมการยกฐานะเป็นเทศบาลตำบลขององค์การบริหารส่วนตำบลศิลาทิพย์กับประสิทธิภาพการบริหารองค์กรโดยรวมและรายด้าน พบว่า มีความสัมพันธ์กันไปในทิศทางเดียวกัน โดยด้านที่มีความสัมพันธ์กันมากที่สุดคือ ด้านการจัดบริการสาธารณะกับการบริหารจัดการองค์กร อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 3) แนวทางการพัฒนาความพร้อมในการยกฐานะองค์การบริหารส่วนตำบลเป็นเทศบาลตำบลอย่างมีประสิทธิภาพ ประกอบด้วย ส่งเสริมความรู้แก่ประชาชน ส่งเสริมการมีส่วนร่วมในทุกระดับ พัฒนาความสามารถของบุคลากร พัฒนาคุณภาพการให้บริการ และพัฒนาการจัดเก็บรายได้ให้มีประสิทธิภาพ
