ความร่วมมือและการมีส่วนร่วม ในฐานะพลเมือง : การสำรวจตัวแสดง ทางนโยบายที่หลากหลายในการขับเคลื่อนเมืองแห่งการเรียนรู้

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบความร่วมมือและการมีส่วนร่วมในฐานะพลเมืองในการขับเคลื่อนเมืองแห่งการเรียนรู้โดยมุ่งสำรวจจากตัวแสดงทางนโยบายที่หลากหลายในการขับเคลื่อนเมืองแห่งการเรียนรู้ ผู้วิจัยใช้ระเบียบวิธีเชิงคุณภาพบนพื้นฐานคติแบบปรากฏการณ์นิยม วิเคราะห์ข้อมูลโดยการสร้างข้อสรุปแบบอุปนัย โดยการสร้างข้อสรุปทั่วไปที่มีความเชื่อมโยงจากการสังเกตเชิงประจักษ์ และใช้การตีความ หน่วยในการศึกษา ระดับองค์กรและบุคคล จากผู้ให้ข้อมูลสำคัญจำนวน 38 คนในพื้นที่เทศบาลเมืองกาฬสินธุ์ ผลการศึกษาพบว่า มีรูปแบบความร่วมมือ 2 แบบ ได้แก่ 1) รูปแบบความสัมพันธ์เครือข่ายความร่วมมือตามบทบาทหน้าที่ปรากฏรูปแบบย่อย 3 รูปแบบ คือ (1) ความร่วมมือภายใต้แผนงานในองค์กร (2) ความร่วมมือแบบบูรณาการแผนงานและโครงการร่วมกันภายในองค์กร และ (3) รูปแบบความร่วมมือดำเนินภารกิจร่วมกันเสนอโครงการตามนโยบายบูรณาการร่วมระหว่างหน่วยงานโดยมี 2 หน่วยงานขึ้นไปในการเสนอขอรับงบประมาณร่วมกันเป็นเจ้าของงบประมาณร่วมกัน พัฒนามาสู่การดำเนินงานร่วมกัน 2) เครือข่ายแบบร่วมสนับสนุน เป็นรูปแบบความร่วมมือการขับเคลื่อนเมืองแห่งการเรียนรู้ในลักษณะเครือข่ายร่วมสนับสนุน การสร้างการมีส่วนร่วมในฐานะพลเมือง ยังไม่ปรากฎการดำเนินโครงการที่ชัดเจน และเด่นชัดในการขับเคลื่อนพลเมือง หากเน้นการพัฒนาพลเมืองจากทุนเชิงพื้นที่ตามศักยภาพของพื้นที่ที่มีอยู่จะสามารถยกระดับการมีส่วนร่วมในฐานะพลเมืองและพัฒนาสู่ความภูมิใจในพื้นที่และท้องถิ่นของตนเองได้
