การปรับตัวด้านการจัดการเรียนการสอนในช่วงวิกฤตโควิด 19: กรณีศึกษาข้าราชการครูในโรงเรียนสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานี

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหาการจัดการเรียนการสอน และการปรับตัวของข้าราชการครูในโรงเรียนสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานีในช่วงวิกฤตโควิด 19 รวมทั้งศึกษาข้อเสนอแนะการพัฒนานโยบายการศึกษาของโรงเรียนสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานีในช่วงวิกฤตโควิด 19 กลุ่มผู้ให้ข้อมูลหลัก ได้แก่ ผู้อำนวยการสำนักการศึกษา ศาสนา และวัฒนธรรม 1 คน ศึกษานิเทศก์ 1 คน และผู้อำนวยการโรงเรียน 12 คน รวมจำนวน 14 คน เก็บข้อมูลโดยการสัมภาษณ์ กลุ่มตัวอย่าง ได้แก่ ข้าราชการครูในโรงเรียนสังกัดองค์การบริหารส่วนจังหวัดอุบลราชธานีจำนวน 210 คน เก็บข้อมูลด้วยแบบสอบถาม

ผลการศึกษาพบว่าสภาพปัญหาการจัดการเรียนการสอนของข้าราชการครูในโรงเรียนสังกัดองค์การบริหาร
ส่วนจังหวัดอุบลราชธานีในช่วงวิกฤตโควิด 19 โดยภาพรวมอยู่ในระดับปานกลาง ( $gif.latex?x\bar{}$ = 2.51) และข้าราชการครูมีการปรับตัวโดยภาพรวมอยู่ในระดับมาก ( $gif.latex?x\bar{}$ = 3.91) ข้อเสนอแนะจากการวิจัย 1) องค์การบริหารส่วนจังหวัดอุบลราชธานี ควรกำหนดนโยบายการพัฒนาข้าราชการครูของโรงเรียนในสังกัดฯ อย่างต่อเนื่องในด้านการใช้โปรแกรมและอุปกรณ์การสอนออนไลน์ ถึงแม้ว่าวิกฤตโควิด 19 จะลดความรุนแรงลงแล้ว เพื่อส่งเสริมข้าราชการครูให้มีทักษะทางด้านเทคโนโลยีการสอนออนไลน์มากขึ้น และมีความพร้อมในการสอนออนไลน์ได้ตลอดเวลา 2) โรงเรียนแต่ละแห่งในสังกัดฯ ควรมีนโยบายการปรับการจัดการเรียนการสอนให้มีความยืดหยุ่นมากขึ้นในช่วงที่เกิดสถานการณ์วิกฤต และส่งเสริมให้มีหลักสูตรที่สอดคล้องกับสถานการณ์วิกฤตนั้นๆ
