ความสามารถของนโยบาย : การทบทวนวรรณกรรมแบบกำหนดขอบเขตเกี่ยวกับนิยาม กรอบแนวคิด การประยุกต์ใช้และ ทิศทางการวิจัยในอนาคต

แนวคิดเรื่องความสามารถของนโยบายเป็นวิธีการที่สำคัญในการปรับปรุงประสิทธิภาพและความยืดหยุ่นของนโยบายสาธารณะ ถึงแม้แนวคิดนี้จะสำคัญ แต่ก็ยังมีความไม่ชัดเจนเกี่ยวกับนิยามและการนำไปประยุกต์ในการวิจัย ดังนั้นบทความนี้มีวัตถุประสงค์เพื่อสำรวจนิยาม กรอบแนวคิด เครื่องมือการวัด ตัวอย่างกรณีศึกษา และนำเสนอทิศทางการวิจัยในอนาคตเกี่ยวกับความสามารถของนโยบาย โดยใช้วิธีการทบทวนวรรณกรรมแบบกำหนดขอบเขตซึ่งดำเนินการค้นหาบทความจากฐานข้อมูล SCOPUS ทั้งนี้พบบทความที่เกี่ยวข้องทั้งสิ้น 213 รายการ และมีเพียงบทความจำนวน 29 รายการเท่านั้นที่ผ่านการคัดกรองและถูกเลือกเข้าสู่การทบทวนวรรณกรรมนี้ การวิเคราะห์แบ่งออกเป็น 2 ส่วน ส่วนแรกเป็นบทความที่มุ่งเน้นไปที่นิยาม กรอบทฤษฎี และการวัดความสามารถในนโยบาย จำนวนบทความ 15 รายการ และส่วนที่สองเป็นบทความนำแนวคิดไปใช้ในทางปฏิบัติในสี่หมวดหมู่หลัก ได้แก่ ระบบสาธารณสุข การจัดการปกครองด้านสิ่งแวดล้อม การบริหารงานภาครัฐและนโยบายทางสังคม และการร่วมมือระหว่างองค์กร จำนวน 14 บทความ ผลการวิจัยพบว่า นิยามความสามารถของนโยบายนั้นไม่ได้ครอบคลุมเฉพาะขั้นตอนของการนำนโยบายไปปฏิบัติเพียงอย่างเดียวแต่ยังครอบคลุมถึงขั้นตอนทั้งหมดในกระบวนการนโยบายสาธารณะ โดยกรอบการวิเคราะห์ความสามารถของนโยบายนั้น จะประกอบด้วยความสามารถของภาครัฐ 3 มิติ ได้แก่ ความสามารถด้านการวิเคราะห์ ความสามารถในการดำเนินงาน และความสามารถทางการเมือง ผสานเข้ากับโครงสร้างของภาครัฐใน 3 ระดับ ได้แก่ระดับบุคคล ระดับองค์กร ระดับโครงสร้าง เพื่อร่วมกันขับเคลื่อนนโยบายให้บรรลุตามวัตถุประสงค์ ทั้งนี้ พบว่ามีกรอบการวิเคราะห์อย่างน้อย 2 กรอบที่นักวิจัยสามารถประยุกต์ใช้ ได้แก่ กรอบการวิเคราะห์ความสามารถของนโยบาย จากการศึกษาของ Wu et al., (2017) และ Brenton et al., (2023) และกรอบการวัดระดับของความสามารถของนโยบายของ Hartley และ Zhang (2018) ที่ได้นำเสนอวิธีการในการวัดความสามารถที่มีประโยชน์ต่อการวิเคราะห์ความสามารถของนโยบายในเชิงประจักษ์มากขึ้น สุดท้ายบทความชิ้นนี้ได้นำเสนอทิศทางการวิจัยเกี่ยวกับความสามารถของนโยบายเพื่อเป็นแนวทางให้นักวิจัยเพิ่มความเข้าใจและประยุกต์ใช้กรอบการวิเคราะห์ความสามารถของนโยบายในบริบทที่หลากหลายได้อย่างมีประสิทธิผลต่อไป
