การบริหารจัดการองค์กรภาครัฐในการยกระดับความสามารถการประกอบการกลุ่มวิสาหกิจชุมชนในจังหวัดนครพนม

การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการบริหารจัดการปัญหาและอุปสรรคขององค์กรภาครัฐในการเสริมสร้างขีดความสามารถทางผู้ประกอบการ (2) วิเคราะห์ระดับขีดความสามารถทางผู้ประกอบการ (3) วิเคราะห์ปัจจัยที่มีอิทธิพลต่อขีดความสามารถทางผู้ประกอบการ และ (4) พัฒนาข้อเสนอเชิงนโยบายและแนวทางปฏิบัติเพื่อเสริมสร้างขีดความสามารถทางผู้ประกอบการในจังหวัดนครพน การวิจัยนี้ใช้วิธีวิจัยแบบผสมผสาน กลุ่มตัวอย่างประกอบด้วยผู้ประกอบการในกลุ่มวิสาหกิจชุมชนประเภทผ้าทอและเสื้อผ้า จำนวน 126 กลุ่ม โดยใช้การสุ่มแบบแบ่งชั้นและการสุ่มอย่างง่าย เครื่องมือวิจัยประกอบด้วยแบบสอบถามเกี่ยวกับการบริหารจัดการขององค์กรภาครัฐเพื่อเสริมสร้างขีดความสามารถทางผู้ประกอบการ ซึ่งมีค่าความเชื่อมั่นเท่ากับ 0.73 และการสัมภาษณ์เชิงลึก วิธีทางสถิติที่ใช้ในการวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยพหุ ส่วนข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหา ผลการวิจัยพบว่าการบริหารจัดการปัญหาและอุปสรรคขององค์กรภาครัฐเพื่อเสริมสร้างขีดความสามารถทางผู้ประกอบการของวิสาหกิจชุมชน ในปี 2565 มีการประเมินศักยภาพของวิสาหกิจชุมชนในจังหวัดนครพนม โดยพบว่า วิสาหกิจชุมชนจำนวน 534 แห่ง อยู่ในระดับดี 892 แห่ง อยู่ในระดับปานกลาง และ 217 แห่ง อยู่ในระดับที่ต้องปรับปรุง ระดับขีดความสามารถทางผู้ประกอบการของวิสาหกิจชุมชนในจังหวัดนครพนมโดยรวมอยู่ในระดับสูง (ค่าเฉลี่ย = 3.84) (3) ปัจจัยที่ส่งผลต่อขีดความสามารถทางผู้ประกอบการของวิสาหกิจชุมชนในจังหวัดนครพนม ได้แก่ การสนับสนุนจากภาครัฐ (β = .265) และ เครือข่าย การร่วมมือกับหน่วยงานภาครัฐและเอกชนมีความสำคัญอย่างยิ่งในการสนับสนุนการเติบโตและความสำเร็จของวิสาหกิจชุมชน
