บทบาทผู้บริหารท้องถิ่นในการพัฒนาองค์กรผู้ใช้น้ำโดยการมีส่วนร่วมของชุมชน ตำบลนาจักร อำเภอเมืองแพร่ จังหวัดแพร่

การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบทบาทผู้บริหารท้องถิ่นในการพัฒนาองค์กรผู้ใช้น้ำโดยการมีส่วนร่วมของชุมชน (2) วิเคราะห์กระบวนการมีส่วนร่วมของชุมชนที่ส่งผลต่อความสำเร็จในการจัดตั้งและพัฒนาองค์กรผู้ใช้น้ำ และ (3) เสนอแนวทางการเพิ่มประสิทธิภาพบทบาทผู้บริหารท้องถิ่นในตำบลนาจักร อำเภอเมืองแพร่ จังหวัดแพร่ ใช้ระเบียบวิธีวิจัยเชิงคุณภาพแบบกรณีศึกษา เก็บข้อมูลจากผู้ให้ข้อมูลสำคัญ 45 คน ประกอบด้วยผู้บริหารท้องถิ่น สมาชิกสภาท้องถิ่น คณะกรรมการและสมาชิกองค์กรผู้ใช้น้ำ และผู้แทนหน่วยงานภายนอก ด้วยการสัมภาษณ์เชิงลึก การสนทนากลุ่ม การสังเกตการณ์แบบมีส่วนร่วม และการวิเคราะห์เอกสาร วิเคราะห์ข้อมูลเชิงเนื้อหาและตรวจสอบความน่าเชื่อถือด้วยเทคนิคสามเส้าผลการวิจัยพบว่า (1) ผู้บริหารท้องถิ่นมีบทบาทสำคัญ 7 ด้าน ได้แก่ การกำหนดนโยบายและวางแผน การสนับสนุนการมีส่วนร่วม การจัดสรรทรัพยากร การประสานงานเครือข่าย การกำกับติดตามผล การสร้างธรรมาภิบาล และการประยุกต์ใช้หลักอิทธิบาท 4 โดยทำหน้าที่เป็นทั้ง Facilitator และ Boundary Spanner (2) กระบวนการมีส่วนร่วม 5 ขั้นตอนนำไปสู่การจัดตั้งองค์กรผู้ใช้น้ำ 2 กลุ่ม มีสมาชิกรวม 245 ครัวเรือน สามารถจัดสรรน้ำได้อย่างเป็นธรรมและลดความขัดแย้งในพื้นที่ (3) แนวทางการเพิ่มประสิทธิภาพครอบคลุม 5 มิติ ได้แก่ การพัฒนาศักยภาพบุคลากร การสร้างกลไกการมีส่วนร่วม การใช้เทคโนโลยีที่เหมาะสม การสร้างเครือข่ายความร่วมมือ และการสร้างความยั่งยืนผ่านกองทุนน้ำชุมชน
