                บทความนี้นำเสนอผลการประเมินศักยภาพและความพร้อมของเทศบาลตำบลท่าวังตาลในการรองรับการถ่ายโอนความรับผิดชอบด้านโบราณสถานเวียงกุมกามจากกรมศิลปากร ผลการศึกษาพบว่า เทศบาลตำบลท่าวังตาล ยังมีศักยภาพทางด้านการบริหารจัดการไม่สูงนัก และยังขาดความพร้อมในการรองรับการถ่ายโอนภารกิจ แต่ในขณะเดียวกันผู้บริหารเทศบาล และประชาชนส่วนมาก ต้องการให้เทศบาลตำบลท่าวังตาลเข้ามารับผิดชอบและบริหารจัดการโบราณสถานเวียงกุมกาม หากส่วนกลางจะมีการกระจายอำนาจและความรับผิดชอบมาให้เทศบาลอย่างแท้จริง

Abstract

                This paper presents the results of an evaluation of the preparedness and potential of Thawangtarn Tambon Municipality in accepting the responsibility of overseeing the historic sites from the Department Fine Arts.  It is clear from this study that the Office of Thawangtarn Municipality is unprepared to accept this responsibility. However, the administrators and the majority of people interviewed in this study would like to see the Office of the Municipality manage the Wiangkumkarm historic sites if the Fine Arts Department was, indeed, prepared transfer the responsibility and authority to local area.
