บทความวิจัยนี้ (ARU-REC/002_18/01/22) เป็นส่วนหนึ่งของการศึกษาปัญหาแรงงานสตรี ภาคใต้ตอนล่าง “อดีตพื้นที่สีแดง” เคยถูกอ้างเสมอว่าต้องเน้น “ประเด็นความมั่นคง (มากกว่านโยบายอื่นใด)” ซึ่งปัจจุบันบริบททางนโยบายเปลี่ยนไป กล่าวคือ ผู้วิจัย “ไม่ยอมรับอีกต่อไป” ว่านโยบายความมั่นคง “มีความจำเป็นต้องทุมเททรัพยากรหรือพรรพกำลัง” โดยข้าราชการควรละทิ้งนโยบาย “(รัฐ) ราชการไทย (เป็นใหญ่)” โดยนำขอดีที่เกิดจากการประยุกต์ใช้ปัจจัยเชิงเปรียบเทียบใน “นโยบายการสร้างงานให้ชนกลุ่มน้อย ณ ท่าเรือเมืองโอ๊คแลนด์ รัฐแคลิฟอร์เนีย ตามตัวแบบการศึกษานโยบายของ J. L. Pressman and A. Wildavsky” มาสร้างข้อเสนอแนะเชิงนโยบาย เพื่อเสริมสร้าง “นโยบายแรงงาน (สตรี)” มีสันติสุข-อยู่ดีกินดี ในสามประเด็น คือ คนในพื้นที่ผู้เป็นคนชายขอบควรมีโอกาสเข้าถึงงานมากกว่าแรงงานที่มาจากภูมิภาคอื่น, ส่งเสริมความได้เปรียบในฐานะมีการคมนาคมในพื้นที่อย่างเหมาะสม เพื่อจูงใจแรงงานบริเวณภาคใต้ตอนล่าง และ พัฒนาทักษะวิชาชีพแรงงานแก่ชนกลุ่มน้อยที่ขาดความชำนาญงาน โดยเฉพาะสตรีทุกช่วงวัย
