บทความนี้ได้ศึกษาการเปลี่ยนแปลงความหมายพื้นที่จาก “กุด” เป็น “พื้นที่ชุ่มน้ำที่มีความสำคัญ ระดับนานาชาติ” ของกุดทิง จ.บึงกาฬ ผ่านแนวคิด “พื้นที่” หรือ “thirdspace” ของ Henri Lefebvre ร่วมกับมโนทัศน์เกี่ยวกับพื้นที่ของ Michel Foucault โดยระเบียบวิธีวิจัยเชิงคุณภาพ ผลการศึกษาพบว่าข้อตกลงว่าด้วยการจัดการพื้นที่ตามอนุสัญญาแรมซาร์ ได้เปลี่ยนแปลงความหมายของพื้นที่ “หาอยู่หากิน” กุดทิง ให้เป็น “พื้นที่ชุ่มน้ำที่มีความสำคัญระดับนานาชาติ” ส่งผลให้เกิดการจัดการพื้นที่ในทางกายภาพ ตามเงื่อนไขที่ได้ระบุไว้ในอนุสัญญาแรมซาร์ ซึ่งทำให้คนในชุมชนรอบกุดทิงถูกจำกัดสิทธิ์ในการเข้าถึงพื้นที่
This article is a part of a thesis named “Contested Space: Kut Ting Ramsar Site in Beung Khan Province, Thailand”. The qualitative research employed the “thirdspace” concept of Henri Lefebvre and Michel Foucault’s vision for contested space. This article discusses the agreement between Thailand and the Ramsar Convention that changed the management for the physical space according to the terms of the Ramsar Convention, resulting in the people who live around Kut Ting Ramsar Site losing their right to use the land, and thus generated new meaning from “living” to “preservation.”
