การตรวจรับรองมาตรฐานการปฏิบัติราชการ ขององค์กรปกครองส่วนท้องถิ่น(Assessment of Standards Performance Inspection by a Local Administrative Organization)

Abstract

การศึกษาครั้งนี้ นำเสนอกระบวนการตรวจรับรองมาตรฐานการปฏิบัติราชการ โดยการสังเกตและ วิเคราะห์เปรียบเทียบกับหลักเกณฑ์การตรวจประเมินคุณภาพตามมาตรฐาน ผลการศึกษา พบว่า มีการปฏิบัติ แตกต่างจากแนวทางและหลักเกณฑ์โดยทั่วไป กล่าวคือผู้ตรวจประเมินไม่มีการประสานงานอย่างต่อเนื่อง เพื่อศึกษาเอกสารข้อมูลล่วงหน้าหรือสร้างความเข้าใจร่วมกับผู้รับการประเมิน ในระหว่างประเมินขาดวิธีการ เก็บรวบรวมข้อมูลที่รอบคอบ ไม่ตรวจสอบที่มาของข้อมูล ไม่ตรวจสอบข้อมูลเพิ่มเติมจากบุคคลหรือสถานที่ ที่เกี่ยวข้อง หลังการประเมินไม่ชี้แจงสรุปผลให้เห็นข้อบกพร่อง จุดอ่อนที่ควรปรับปรุง นอกจากนี้ยังพบว่า มีส่วนเกี่ยวข้องกับค่าใช้จ่ายเพื่อการประเมินอีกด้วย ด้านผู้รับการประเมินไม่นำมาตรฐานมาเป็นแนวทาง ในการปฏิบัติงาน ขาดความรู้ความเข้าใจในการประเมิน ขาดทักษะการนำเสนอข้อมูล ใช้ผลการประเมิน เพื่อเงินรางวัลมากกว่าการพัฒนางาน แนวทางการปรับปรุงที่สำคัญคือ ควรให้ภาคประชาชนมีส่วนร่วม ในการประเมินพร้อมรายงานการดำเนินงานทุกขั้นตอน ควรจัดทำคู่มือแนวทางการตรวจรับรองมาตรฐาน สำหรับผู้ตรวจและผู้รับการตรวจประเมิน

This research had the objective to assess standards performance inspections by a local administrative organization. Data were collected by observation and comparative analysis of the standards criteria as appliedthrough an inspection of quality of performance of personnel. This study found that there wasdeviation from the standardsinperformance. There is no coordination among inspectors on a regular basis, or an attempt to review documents in advance, or creating understanding among the persons being evaluated. The inspection did not conduct comprehensive data collection, did not inspect the sources of data, and did not inspect additional data from the related personnel or work site. After the inspection evaluation, there was no de-briefing of the results to reach a consensus on areas of weakness that need improvement. In addition, the cost of the evaluation inspection was also a factor. The persons being evaluated did not apply performance standards to their work. They lacked knowledge and understanding of the evaluation, and lacked skills in presenting data. The results of the evaluation are used mostly for awarding cash prizes rather than improving the work. In order to improve the situation there should be more participation by the local population in the evaluation and inspection process. There should be reports of every step in the process. There should be a handbook with guidelines for conducting inspections to assess standards of performance for the inspectors and the persons being evaluated.
