การสร้างภาคีหุ้นส่วนในการบริหารเทศบาลตำบลท่าพระ อำเภอเมือง จังหวัดขอนแก่น(Building Management Partnership for Thapra Subdistrict Municipality, Muang District, Khon Kaen Province)

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบริบทของหน่วยงานในพื้นที่ และศึกษาความคิดเห็น ของผู้บริหารหน่วยงานภาครัฐและเอกชนต่อการบริหารงานเทศบาลแบบภาคีหุ้นส่วนและหาแนวทางในการ สร้างภาคีหุ้นส่วนของผู้บริหารหน่วยงานภาครัฐ ภาคเอกชน ในเทศบาลตำบลท่าพระ จากการสัมภาษณ์ผู้วิจัย ใช้วิธีการสัมภาษณ์เชิงลึก (In-depth Interview) ผู้บริหารหน่วยงานทั้งภาครัฐและเอกชน 13 แห่ง จำนวน 17 คน ที่ตั้งอยู่ในเขตความรับผิดชอบของเทศบาลท่าพระ ข้อมูลที่ได้จากการสัมภาษณ์นำมา วิเคราะห์ สังเคราะห์ จัดกลุ่มสรุปมาเป็นผลวิจัย ผลการศึกษาพบว่า ปัจจุบันหน่วยงานภาครัฐ และหน่วยงานภาคเอกชน มีบทบาทในการพัฒนา พื้นที่เทศบาลตามภารกิจประจำที่หน่วยงานได้ดำเนินการอยู่แล้ว ดังนั้นรูปแบบของภาคีหุ้นส่วนในการบริหาร เทศบาลตำบลท่าพระจึงเป็นในรูปแบบการบริหารไม่เต็มรูปแบบ (Half) มีกระบวนการทำงานเพียงบางกิจกรรม ที่เป็นกิจกรรมร่วมกันในพื้นที่ การริเริ่มแนวคิด เพื่อสร้างรูปแบบภาคีหุ้นส่วนในการบริหารเทศบาล ทุกหน่วยงานเห็นว่าควรให้เทศบาลตำบลท่าพระเป็นหน่วยงานกลาง เพื่อเป็นผู้ประสานและริเริ่มกระบวนการ สร้างภาคีหุ้นส่วน ซึ่งสมาชิกภาคีหุ้นส่วนต้องมีส่วนร่วมในการผลักดัน กระตุ้น ส่งเสริม ช่วยเหลือ สนับสนุน งบประมาณ และกำลังคน ในการปฏิบัติหน้าที่ รวมทั้งวางแผน ติดตามตรวจสอบและประชุมร่วมกัน โดยมี เป้าหมายร่วมกันคือ พัฒนาพื้นที่เทศบาลตำบลท่าพระและคุณภาพชีวิตของประชาชน 6 ด้าน ดังนี้ 1) ด้านสนับสนุนและส่งเสริมอาชีพ ภาคีหุ้นส่วนคือ บริษัท ซีพีค้าปลีกและการตลาด บริษัท โออิชิฟู๊ด จำกัด และศูนย์วิจัยและบำรุงพันธุ์สัตว์ 2) ด้านสุขภาพ ภาคีหุ้นส่วนคือ โรงพยาบาลส่งเสริมสุขภาพตำบล 3) ด้านความปลอดภัยในชีวิตและทรัพย์สิน ภาคีหุ้นส่วนคือ สถานีตำรวจภูธรเมือง สาขาย่อยท่าพระ 4) ด้านการศึกษาอาชีพ ภาคีหุ้นส่วนคือ วิทยาลัยสารพัดช่างขอนแก่น 5) ด้านอนุรักษ์ทรัพยากรธรรมชาติ และสิ่งแวดล้อม ภาคีหุ้นส่วนคือ สำนักงานพลังงานจังหวัดขอนแก่น ร่วมกับบริษัทไทยน้ำทิพย์ จำกัด และ 6) ด้านการสนับสนุนการกีฬา ภาคีหุ้นส่วนคือ บริษัทขอนแก่น บริวเวอรี่ จำกัด เพื่อให้ประชาชนในพื้นที่ เทศบาลตำบลท่าพระ มีอาชีพ มีรายได้ มีสุขภาพที่ดี มีความปลอดภัยในชีวิตและทรัพย์สิน และร่วมอนุรักษ์ ทรัพยากรธรรมชาติในพื้นที่

The objective of this research was to clarify the context of the unincorporated areas and review opinion of the administrators in public and private sectors to partnership management and method of building management partnership for Thapra sub-district municipality. In-depth interview was used for data collection from 17 administrators in 13 agencies of public and private sectors in the cooperated area. Then the data was analyzed and summarized as the result. The results showed that currently public and private sectors have the role to develop municipality area as the main mission of their offices. Therefore, the model of partnership management for Thapra sub-district municipality is half form that there are some activities have been processed together in the area. Initiate concept for building management partnership, all agencies agreed that Thapra sub-district municipality should be the central office to coordinate and start on process of partnership building that the members have to be a part of encouragement, support for budget and manpower, including planning, monitoring and meeting together. The common goal is to develop Thapra district area and quality of life in six ways; 1) Support and promote the career, the partners are CP Retailing and Marketing Co., Ltd., Oishi Food, and Animal Husbandry and Research Center. 2) Health, the partner is District Health Promoting Hospital 3) Safety of life and property, the partner is City Police Station, Thapra branch. 4) Education, the partner is Polytechnic College Khon Kaen 5) Natural resources and environment conservation, the partners are Khon Kaen Energy Office, and ThaiNamthip Limited, and 6) Sport, the partner is Khon Kaen Brewery Co., Ltd. All cooperated work aim to provide the local people in Thapra district are healthy, safe in life and property, gain more income, and associate with natural resources and environment conservation.
