การวิจัยครั้งนี้เป็นการวิจัยเชิงนโยบาย (Policy Research) มีวัตถุประสงค์ 1) เพื่อสร้างข้อเสนอเชิงกลยุทธ์
ในการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา และ 2) เพื่อตรวจสอบข้อเสนอเชิงกลยุทธ์ในการพัฒนา
ภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู
พบว่า ข้อเสนอเชิงกลยุทธ์ในการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู ในด้านวิสัยทัศน์ พันธกิจ เป้าหมาย วัตถุประสงค์ กลยุทธ์ และแนวปฏิบัติ ตามกรอบการพัฒนาภาวะผู้นําเชิงนวัตกรรม ด้านการมีวิสัยทัศน์เชิงนวัตกรรม ด้านการมีทักษะการคิดสร้างสรรค์นวัตกรรม
ด้านการสร้างบรรยากาศแห่งองค์การนวัตกรรม ด้านการบริหารความเสี่ยง ด้านการมีส่วนร่วมของสมาชิกทีมงานและเครือข่าย มีความเหมาะสมอยู่ในระดับมากที่สุด(= 4.54, S.D. = 0.39) ความเป็นไปได้อยู่ในระดับมาก(= 3.94, S.D. = 0.43) และความเป็นประโยชน์อยู่ในระดับมากที่สุด(= 4.52, S.D. = 0.42)
