New Public Administration Effectiveness of Merchant Marine Training Centre, Marine Department, Ministry of Transport

Abstract

This article aimed to study “effectiveness of new public administration of the Merchant Marine Training Center, Marine Department, Ministry of Transport”. The researcher conducted a mixed research both qualitative research and quantitative research. The operational officers and students, parents, and citizens with interests from the policies and strategies of the Merchant Marine Training Center, a total of 11 people for key informants. The quantitative research data were collected by using questionnaires. Data were collected from samples working in the department of the training center and from the general population of 400 people. It was found that the effectiveness of the new public administration of the Merchant Marine Training Centre consists of policy dimensions, strategic plans: training centers should plan at the policy level and make plans / strategies to be harmonized with the level of the department in an integrated manner. (1) Human Resource Dimension: 1) Organize the structure, staff, and personnel at an appropriate rate, especially the teaching department that is sufficient to the ratio of instructors to boat students and arrange the workload of the support line appropriately as well as welfare and working methods; and 2)Develop the personnel capacity to be suitable for various positions, (2) Budgetary Dimensions: respectively, propose plans/ projects/ activities that are necessary, (3) Operational Dimension of Information Technology: developing information technology systems up to date with the era 4.0 that focuses on working online, both in technology, tools and personnel with knowledge and capability in information technology, and (4) Dimension of Management: with unified organization management with performance analysis using success indicators to be considered was a guideline.
