Abstract
‘Language’ is a tool for communication, learning, and transferring local wisdom and culture. It is a sign identifying the identity of speakers and nations which can be observed in the way many countries in Asia promote language following colonization. Language is a part of culture which varies in Asia and around the world. According to Joseph Nye, language is a form of soft power which is used by many countries as a form of influence over others. If the government does not manage it properly, this soft power can dominate the languages of other ethnic groups and cause language endangerment or loss. Moreover, language can serve as a positive or negative tool for the sender to receiver to create better understanding or misunderstanding. Therefore, if language is promoted, respected, maintained and developed as a fundamental human right, it will lead to pride and positive power on the part of users in society. On the other hand, if the languages of ethnic groups are not well managed, it may lead to frustration and recrimination which may ultimately be expressed in violence. Many countries recognize the importance of language, and devise policies and plans to ensure that cultural and language rights are respected and thereby maintaining social well-being and security.
