Abstract

              The objectives of this research article “Latency Role and Authority of Subdistrict headmen and Village  headmen in present (1) to study the current potential, roles and authority of Subdistrict headmen and Village headmen, (2) to analyze the impact on the current potential, roles and authority of Subdistrict headmen and village headmen and (3) to propose the suggestions for solving the problems regarding the potential, roles and authority of Subdistrict headmen and Village headmen to be consistent with the current conditions. This study was a qualitative research using indepth interview. The sample consisted of 44 Subdistrict headmen, Village headmen, government officials of Department of Provincial Administration, political and administrative scholars.

           The results showed that the current potential, roles, and authority of Subdistrict headmen and Village headmen are characterized by three areas : 1) legal status, 2) as a representative of the state, and 3) as community leader.
