Abstract

Public participation is an important principle and also matter that Thai society is interested in because it is to develop politics into a participatory democracy under the principles of good governance, in which the government must provide opportunities for people and all relevant parties to participate in various national development, starting from encouraging participation in awareness join the decision-making to increase transparency and improve the quality of government decisions and to be accepted by all parties in public administration. For the benefit of the people according to the constitution of the Kingdom of Thailand 2017, the National Administrative Regulations Act (No. 5) 2002 and the Royal Decree With the principles and methods of good government administration in 2003, both are important to the public administration with transparency, honesty, disclosure of information and the opportunity for the public to participate in the determination of public policy. The formulation of local development plans is an integral part of government management. Which provides opportunities for local people to participate in formulating public policy by allowing them to participate in decision-making joint operations Join in to receive benefits and participate in evaluating the operations to ensure that they are by the plans and objectives that local people need or not. Nevertheless, Public participation in local development planning is still a problem due to factors such as personal factors. Social and economic factors environmental factors which affects participation in thinking, decision making, operations, and evaluation in the formulation of local development plans of the community.
