Abstract

The purpose of this research study are 1) to study about problems and obstacles of the land deed issuance by surveying policy implementation 2) to study about successful factors of land deed issuance by surveying policy implementation  and 3) to develop the guidelines of  the effectiveness  of the land deed issuance by surveying policy implementation. This research is quantitative and qualitative research. The sample group of quantitative research are 215 executives and officers  in 12 centers and random by stratified random sampling. The quantitative analysis employed in this study was descriptive statistics , percentage, standardized score and multiple regression. Key – Informants for qualitative research are 8 executives and officers in 12 centers and analyze data by descriptive Analysis. The result show that  organizational competency , efficiency of planning and control ,leadership and politic and  external  environment management influence to result of land deed issuance by surveying policy implementation.  The problems and obstacles of the land deed issuance by surveying policy implementation are high level. The guidelines of the effectiveness of the land deed issuance by surveying policy implementation are 1) human resource development 2) provide materials, equipment and technology in operations and 3) establishment of survey centers for land deed issuance in all provinces.
