Abstract

The purposes of this research were to : 1) study the conditions of school administration implementing Professional Learning Community : PLC under Phetchabun Primary Educational Service Area Office 3, and 2) develop guidelines  for school administration implementing  Professional Learning Community : PLC under Phetchabun Primary Educational Service Area Office 3. The research was conducted in 2 steps for : 1)  studying the conditions of school administration implementing Professional Learning Community : PLC under Phetchabun Primary Educational Service Area Office 3. The sample group comprised school administrators, the chairmen of basic education school committees, and teachers under Phetchabun Primary Educational Service Area Office 3 with a total of 557 participants from a simple random sampling method. The research instrument employed was a 5 – level rating scale with the reliability 0.97. The statistics used for data analyzing were frequency, percentage, mean, and standard deviation, and 2) developing guidelines for school administration implementing Professional Learning Community : PLC under Phetchabun Primary Educational Service Area Office 3.  A focus group discussion was held for content analysis from experts included principals, professors, supervisors, and school administrators. The research findings were as follows: 1) The conditions of school administration implementing Professional Learning Community : PLC under Phetchabun Primary Educational Service Area Office 3. The overall was at the high level, when considered each aspect shown that the conditions of school administration implementing Professional Learning Community : PLC of 4 aspects were at the high level. The highest average was general administration, the inferior average was personnel administration, and the lowest average was academic matter.  2)  The guidelines for school administration implementing  Professional Learning Community : PLC under Phetchabun Primary Educational Service Area Office 3 were : 1) the academic matter, the school administrations should lead to build leaderships, support teachers to express willingly, open mind, pay attention on assignments, 2) the budgets should be decentralized the responsibilities to teachers in order to have skills for information technology development, 3) the personnel administration should be discussed on teacher’s behaving in schools openly in order to behave properly, and 4) the general administration should be corporately defined vision and mission. Teachers cooperate in thinking, work development, accept the differences of roles and responsibilities, and cooperate in the communication.
