THE PUBLIC PARTICIPATION IN LOCAL DEVELOPMENT PLANNING OF JEDEEKHAM SUBDISTRICT ADMINISTRATIVE ORGANIZATION, CHIANG KHAM DISTRICT, PHAYAO PROVINCE

Abstract

The purposes of this independent study were 1) to study the levels of public participationin conducting local development plan of Jedeekham Sub-district Administrative Organization, Chiang Kham District, Phayoa Province; 2) to compare public participationin conducting local development plan of Jedeekham Sub-district Administrative Organization, Chiang Kham District, Phayoa Province, classified by personal factors; and 3) to provide suggestions on public participation in conducting local development plan of Jedeekham Sub-district Administrative Organization, Chiang Kham District, Phayoa Province. This research applied a mixed research method. The samples used in this research were 374 people with 17 key informants. Instruments used in this study were research questionnaire and interview form. Statistics used in this study consisted of Frequency, Percentage, Mean, and Standard Deviation. The research results were found that:
1) The levels of public participation in conducting local development plan of Jedeekham Sub-district Administrative Organization, Chiang Kham District, Phayoa Province, in four aspects, were at moderate levels.) In particular, receiving benefits had the highest mean value, followed by making decision, whereas performance evaluation had the lowest mean value. 2) People with different ages and monthly incomes had different participation in conducting local development plan of Jedeekham Sub-district Administrative Organization. On the other hand, people with different genders and educational levels, had no different participation in conducting local development plan of Jedeekham Sub-district Administrative Organization. 3)Suggestions about public participation in conducting local development plan of Jedeekham Sub-district Administrative Organization, Chiang Kham District, Phayoa Province were as follows: In terms of decision making, there should be disclosure and exposition of meeting on conducting local development plan of Jedeekham Sub-district Administrative Organization to people thoroughly. In terms of work operation, there should be a connection building between people and Sub-district Administrative Organization. In terms of receiving benefits, there should be a provision of opportunity for people to participate in proposing their need and allocation of benefits to people thoroughly. In terms of performance evaluation, there should be a disclosure of information, operation and report on work operation to people thoroughly.
