DECODING OF LOCAL INNOVATION DEVELOPMENT MODEL ON GROUNDWATER BANK SYSTEM OF RABAM SUBDISTRICT ADMINISTRATIVE ORGANIZATION, LAN SAK DISTRICT, UTHAI THANI PROVINCE

Abstract

Local innovation development is considered a public policy for community development at all levels and is the main goal of local government organizations. Thailand has a severe water shortage and is insufficient to meet the needs of the people, and the Royal Irrigation Department is the main body in charge of water resource management of the country. However, the Raham Subdistrict Administrative Organization area, Lan Sak District, Uthai Thani Province has been faced with continuous flooding and drought, causing the people to be extremely affected by the situation. Therefore, this article aims to study concepts and theories about local innovation development in groundwater banking and synthesize local innovative development approaches in groundwater banking. By conducting a study of Raham Subdistrict Administrative Organization, Lan Sak District, Uthai Thani Province, the results showed that (1) The concept and theory of local innovation development in groundwater banking system consists of 2 aspects which are; 1.1) the closed system underground water bank, 1.2) the Open System Groundwater Bank. (2) The local innovation development approach in the groundwater banking system of the Subdistrict Administrative Organization consists of 4 areas; 2.1) The condition of the foundation problem from the past to the present before solving, 2.2) study visits and invite experts to solve problems, 2.3) plan to operate on the base of cooperation of all sectors in the community, 2.4) follow up and evaluate the project results for continuous development.
