Abstract

This academic article describes the social-welfare cards which is a governmental policy to help the citizens who are low-income earners. The target is providing benefits to the low-income earners holding the social welfare cards and reducing the gap between government and citizens. This article focuses on reducing inequality to enable those who do not have access to income to live better financially and discusses some aspects of the policy such as what are the effects of the social-welfare policy? Can people actually access the social-welfare cards? Can the social-welfare cards reduce inequality? How can it solve the poverty of the people of the nation? Are the mechanism or the process of the policy stimulating the economy? Is it necessary for the government to determine whether the people have access to the social-welfare policy (Social-welfare Cards) or not? If the policy of the social-welfare card is successful, it will contribute to the improvement of quality of life more or less.
