Abstract

Guidelines for the development of the operations of civil servants in the unit Office of Defense Policy and Planning to be effective for the organization. It is a balanced resource management. with appropriate methods that make civil servants satisfied with their work. As a result, the organization gets the most benefit. The organization's effectiveness assessment measures effectiveness as a single indicator. But the major problem is that it is difficult to accept that these single indicators are diverse and comprehensive and sufficient to measure organizational effectiveness. This is because organizations generally have several objectives. It is difficult to assess the effectiveness of an organization using a single indicator. because it will not be able to reflect the factors that influence the effectiveness of the organization. However, it must rely on important subjects. as a criterion for evaluating the effectiveness of the operation. And organizational effectiveness should be measured using multiple indicators. In order for the assessment results to be useful and affect the development of the organization and must take into account the organization's policies. development direction and cost-effectiveness in management to maximize operational potential
