Abstract

The objectives of this study were to study the current condition, desirable condition and needs and to propose the guidelines for the development of personnel management in small schools under the Office of Pathum Thani Primary Educational Service Area 2. This study is descriptive research in which the population includes 134 teachers. The research instrument used for the data collection is a questionnaire with 5-point rating scale. The statistics used for the data analysis are frequency distribution, percentage, mean, standard deviation, semi-structured interview and Modified Priority Need Index (PNI modified). The results revealed that 1) in reference to the overall current condition and desirable condition of personnel administration in small schools, the aspect of personnel development was at a high level, whereas the highest need was the recruitment and appointment with an index (PNI modified) of 0.032. 2) In terms of the guidelines for the development of personnel management in small schools under the Office of Pathum Thani Primary Educational Service Area 2, it was proposed that there should be an analysis of needs and determination of qualifications for personnel positions with knowledge, abilities, and skills appropriate to the context of institutions, and a systematic procedure of recruitment and appointment with fairness, transparency and auditability.
