Abstract

The purposes of this research were 1) to study factors of inequality in educational institutions in the Office of Phrae Primary Educational Service Area 1 2) to study the quality of learners in the Office of Phrae Primary Education Service Area 1 3) to study the relationship of inequality in educational institutions affecting the quality of learners in the Office of Phrae Primary Education Service Area 1  4) to find predictive variables and to create predictive equations of inequalities in educational institutions that affect to learner quality in the Office of Phrae Primary Educational Service Area 1. The sample consisted of 65 administrators by purposive sampling and 186 government teachers identifying the sample with Craigie's and Morgan's tables by stratified sampling. The data was collected with a questionnaire on the factors of inequality in educational institutions that affect the quality of learners in the Office of Phrae Primary Educational Service Area 1 analyzed data by average analysis, standard deviation, Pearson's Correlation Coefficient, and Multiple Linear Regression Analysis. The factors level of inequality in educational institutions that affect the quality of learners in the Office of Phrae Primary Educational Service Area 1 was at a high level. 2) The quality of learner education in the Office of Phrae Primary Education Service Area 1 in overall level was at a high level. 3) Coefficient Correlation between variables that affect to learner quality in the Office of Phrae Primary Educational Service Area 1 found that there was a correlation coefficient between 0.366-0.435 and the factors that affect to learner quality in the Phrae Primary Educational Service Area Office 1 with the highest correlation coefficient were factors of teacher and educational personnel allocation and the factors with the lowest correlation coefficient were the domicile and environment factors and 4) results of normalized multiple regression analysis of inequality in educational institutions affecting learner quality in the Office of Phrae Primary Educational Service Area Office 1 in 1 thing was the factor for the rate of teachers and educational personnel (X3) with a multiple correlation coefficient (R) equal to 0.471 and the square of the multiplicative correlation coefficient (R2) had predictive power of 22.20 percent with a standard error of forecasting equal to 0.489, which can be written in predictive equations of raw scores and standard scores, as follows:
