Abstract
In the context of globalization, new approach and concepts are crucial to deal with the complexity of environmental problems. Among those of the complexity, transboundary environmental problem is the one that needs institutional arrangement at several levels. This article identifies two aspects of institutional arrangement involved in the management of transboundary environmental problems: legal and management measures. The appropriate application of these two measures will be useful to support an effective management of transboundary environmental problems in the future.
