ศึกษาเปรียบเทียบความร่วมมือและการยุบรวมท้องถิ่นในต่างประเทศ : แนวทางการพัฒนาท้องถิ่นในประเทศไทย

บทความวิชาการฉบับนี้ มีวัตถุประสงค์ในการนำเสนอข้อเปรียบเทียบเกี่ยวกับแนวโน้ม ปัจจัย และกลยุทธ์ในการปฏิรูปโครงสร้างการปกครองท้องถิ่น ผ่านมาตรการสร้างความร่วมมือและการยุบรวมท้องถิ่นในต่างประเทศ โดยใช้กรณีศึกษาจากญี่ปุ่น ฝรั่งเศส สหรัฐอเมริกาและเยอรมัน เพื่อนำบทเรียนที่ได้มากำหนดแนวทางที่เหมาะสมในการปฏิรูปโครงสร้างท้องถิ่นไทยเพื่อเพิ่มประสิทธิภาพการบริหารและให้บริการสาธารณะ ตลอดจนให้ข้อเสนอเกี่ยวกับมาตรการที่ส่งผลต่อความสำเร็จในการปฏิรูปโครงสร้างท้องถิ่นไทย
ผลการศึกษาชี้ให้เห็นว่าทั้งญี่ปุ่น ฝรั่งเศส สหรัฐอเมริกา และเยอรมัน ได้เคยมีประสบการณ์ในการปฏิรูปโครงสร้างการปกครองท้องถิ่นผ่านมาตรการยุบรวมท้องถิ่นเข้าด้วยกัน มีทั้งที่ประสบความสำเร็จและไม่ประสบความสำเร็จ ขณะเดียวกันการสร้างความร่วมมือระหว่างท้องถิ่นในรูปแบบนิติบุคคล แม้จะมีข้อดีในด้านการเพิ่มประสิทธิภาพด้านงบประมาณ แต่ข้อเสียคือ แนวทางนี้อาจก่อให้เกิดความสับสนในเชิงโครงสร้างการปกครองท้องถิ่น การบริหารจัดการที่ล่าช้า และไม่อาจไม่มีความจำเป็นและเหมาะสมต่อพลวัตทางสังคมและเศรษฐกิจ โดยเฉพาะอย่างยิ่งการเติบโตของเมืองที่ขยายตัวอย่างต่อเนื่อง
บทเรียนที่ได้จากต่างประเทศได้ชี้ให้เห็นว่า กรณีของประเทศไทยนั้น มาตรการยุบรวมท้องถิ่นขนาดเล็กเข้าด้วยกัน มีความเหมาะสมมากกว่าการจัดตั้งองค์กรความร่วมมือระหว่างท้องถิ่นในรูปแบบนิติบุคคล เนื่องจากทำให้โครงสร้างการปกครองท้องถิ่นไม่สับสน และไม่เกิดการซ้อนทับภารกิจกับองค์การบริหารส่วนจังหวัด ซึ่งสามารถช่วยเหลือท้องถิ่นระดับล่างได้อยู่แล้ว ส่วนมาตรการส่งเสริมการยุบรวมท้องถิ่นขนาดเล็กเข้าด้วยกันนั้น สามารถนำบทเรียนจากกรณีของญี่ปุ่นและเยอรมันมาปรับใช้ได้ โดยรัฐใช้มาตรการจูงใจทางการเงินและมาตรการบังคับทางกฎหมาย
