This academic article has objective to present a comparison of trends, factors and strategies for reforming local governance structures. Through measures to create cooperation and amalgamation by using case studies from Japan, France, the United States and Germany for bring lessons learned to formulate appropriate guidelines for Thai local government structural reforms for increase efficiency of management and public services. As well as providing recommendations on measures that affect the success of Thai local structural reforms.
The study suggests that in both Japan, France, the United States and Germany, have had experience in reforming local government structures through local amalgamation, both successful and unsuccessful. At the same time, creating cooperation between local governments in the form of a legal entity. Although there are advantages in increasing budget efficiency, but the disadvantage is this approach may cause confusion in the local government structure, delayed management and may not be necessary and suitable for social and economic dynamics especially the growth of the urbanization that is constantly expanding.
Lessons learned from abroad have indicated that In the case of Thailand, amalgamation measures Is more appropriate than the establishment of cooperation in the form of a legal entity. Because it makes the local government structure not confusing and not overlapping the mission with the Provincial Administrative Organization which can help the lower level. As for the measures to promote the amalgamation of small local governments can apply lessons from the case of Japan and Germany to adjust which the central state uses financial incentives and legal enforcement measures.
