Employment and Work Policies Employment and Work Policies of Aging Population: Some Remarks

The structural change of Thailand’s into aging society brings a reduction in working population. In addition, a decrease of birth rate in Thai society leads to a rise in proportion and number of the elderly. It is found that in the labor market, the aging employees are significant for the country’s economic growth and stability. The majority of aging employees demonstrates working potential and desires to have proper work based on their abilities. Enhancing employment among the aging population is a direction of promoting participation of elderly in the society in terms of economic development which certainly leads to wellness of elderly in individual and family levels. Advocating employment in this area is powerful for dealing with challenging issues arisen in Thailand’s ageing society. Presently, supporting work and building up an income guarantee for the elderly has not yet been concrete. The government’s measures include 1) extending retirement period, 2) training and developing skills, 3) providing jobs and welfare, 4) granting occupation-related loan, 5) creating labor market database of elderly, 6) supporting the private sector to continue employment of the elderly, 7) promoting the private sector to distribute work at home or work in the community, and 8) reducing tax for the juristic person hiring the elderly. The mechanism driving these measures consists of government sector, private sector, organizations for development, and local community network.The problems concerning these measures are lack of operational plan, data, and integration of related organizations.
