Abstract

This research aimed to (1) To apply the three paradigms of Public Administration to explain the different management styles of residential projects for elderly person, and (2) To study and compare how each type of residential projects for the elderly is managed. This is a qualitative research, of which the instruments included documentary research, literature review, and in-depth interviews with the key informants, i.e., one executive from Ban Bang Khae Social Welfare Development Center for Older Persons, Bangkok; one executive from Savangkanives, The Thai Red Cross Society, Samut Prakan Province; and one executive from Wellness City, Phra Nakhon Si Ayutthaya Province. According to the research, it was found that the case study of Ban Bang Khae Social Welfare Development Center for Older Persons, Bangkok, relied on old public management (OPM) as the key value. Savangkanives, The Thai Red Cross Society, Samut Prakan Province based on new public service (NPS) as the core value. And Wellness City, Phra Nakhon Si Ayutthaya Province, based on new public management (NPM) as the fundamental value. However, the author viewed that all three management must combine three paradigms of public management for balance. OPM should be used as the foundation, with firm organizational structure and job completion as assigned. NPM should be used as a motivator for economic competitions, with the principles of value for money and no use of nonrenewable resources. Performance indicators should be used for screening competent persons in the organizations, which must hold to democracy and promote decision-making through people participation. They must also view people as active citizens. These are all the key mechanisms for organizational management and development.  Accountability is also required, along with morality based on NPM. No matter which sector those organizations come from, as long as they rely on good management, they can be the creative power and can drive the society for better in the future.
