The Effective local leaders

Abstract
Local leaders play an important role in the administration and development of areas at the community level, as they serve as a key mechanism in determining development directions, allocating resources, and coordinating cooperation among the government sector, the public sector, and other sectors in the locality. This article aims to study and synthesize the characteristics of effective local leaders by employing a literature review method based on academic documents, books, and research studies related to leadership and local administration. The synthesis results revealed that effective local leaders should possess important characteristics that can be classified into four dimensions: 1) the strategic leadership dimension, such as having vision, the ability to lead change, and systems thinking; 2) the governance and ethical leadership dimension, such as adherence to morality, transparency, accountability, and administration under the principles of good governance; 3) the managerial competence dimension, such as knowledge of administration, community development, and the use of information technology; and 4) the human relations and participation capability dimension, such as communication skills, motivation building, support for practitioners, and the promotion of public participation. These characteristics are important for enhancing the efficiency of local administration, improving the quality of public service delivery, and building public confidence in public administration at the local level. The findings of this study can be applied as guidelines for developing the potential of local leaders, as well as used as a conceptual framework for future research on local leadership.
