Constitution of the Kingdom of Thailand 2017, Section 14: Promoting independence and provision of public services of Local government organizations

Abstract

The objective of this research is to study: 1) Constitution of the Kingdom of Thailand 2017, Section 14, which promotes the independence of local government organizations. 2) Constitution of the Kingdom of Thailand 2017, Section 14, which promotes the provision of public services by local administrative organizations. It is qualitative research, key Informant are administrators and personnel of the Municipal Permanent Secretary's Office, U Thong Subdistrict, U Thong District, Suphanburi Province. A specific sampling method was used to obtain a total of 17 individuals, collect data using semi-structured interview methods; conduct in-depth interviews; analyze data using content analysis

The research findings were found that 1) the Constitution of the Kingdom of Thailand 2017 Section 14 promotes the independence of local administrative organizations in terms of administrative, political, financial, and treasury management. 2) the Constitution of the Kingdom of Thailand 2017 Section 14 supports the development of public services by local administrative organizations on infrastructure quality of life promotion community organization society peace investment resource environment and culture. The findings obtained from research is local governance public service improvement should have clear structural policy in decentralizing state power, both in terms of the direction of government power distribution policy and the operational guidelines of relevant government agencies to drive the decentralization process to local administrative organizations effectively and to open up opportunities for local residents to participate in an integrated network system comprehensively between Government agencies, private sectors, and local educational institutions should plan and provide public services that align with the environmental context and meet the needs of people in different communities.
