ช่องว่างระหว่างนโยบายแรงงานไทยกับมาตรฐานแรงงานสากล ตลอดจนความแตกต่างของแนวนโยบายแรงงานไทยกับประเทศพัฒนาแล้ว สะท้อนให้เห็นว่า คุณค่าทางจริยธรรมภายใต้นโยบายแรงงานของไทยน่าจะแตกต่างจากของประเทศเหล่านั้น วัตถุประสงค์ของบทความนี้คือการพัฒนากรอบคิดคุณค่าทางจริยธรรมว่าด้วยแรงงาน โดยสำรวจคุณค่าทางจริยธรรมภายใต้แนวคิดขององค์การแรงงานระหว่างประเทศซึ่งเป็นผู้พัฒนามาตรฐานแรงงานสากล และคุณค่าทางจริยธรรมว่าด้วยแรงงานผ่านกรอบคิดจริยศาสตร์บรรทัดฐาน เพื่อทำความเข้าใจมุมมองและมาตรการอันหลากหลายต่อแรงงานผ่านกรอบคิดคุณค่าทางจริยธรรม 5 ด้าน ประกอบด้วย หลักประสิทธิภาพ ความเท่าเทียม การมีปากเสียง ความอาทร และการมีชีวิตที่ดี และเปิดเผยให้เห็นความสัมพันธ์ทั้งในเชิงเกื้อหนุนและขัดแย้งของคุณค่าทางจริยธรรมที่แตกต่างกัน
