บทความฉบับนี้ได้นําเสนอประเด็นการถกเถียงเรื่องการจัดสวัสดิการสังคมในระบบทุนนิยมระหว่างแนวคิดสวัสดิการถ้วนหน้าและระบบสวัสดิการแบบพุ่งเป้าให้เฉพาะคนจน โดยพิจารณาผ่านรากฐานมุมมองทางปรัชญา การเมือง และเศรษฐศาสตร์การนําเสนอแบ่งออกเป็นสามส่วนได้แก่ 1. ลักษณะทั่วไปของระบบสวัสดิการในระบบทุนนิยม 2. รากฐานความคิดพิสูจน์ความจน จากการเก็บตกในระบบจารีต และพัฒนาการในกระแสเสรีนิยมใหม่และ 3.รากฐานความคิดระบบถ้วนหน้า และการท้าทายต่อแนวคิดเสรีนิยมใหม่โดยสรุปแล้วบทความได้ชี้ให้เห็นว่าภายใต้การขยายตัวของลัทธิเสรีนิยมใหม่การใช้ระบบพิสูจน์ความจนถูกนํามาใช้อย่างกว้างขวางมากขึ้นพร้อมกับการผลิตซํ้าฐานอธิบายทางปรัชญาและความมีประสิทธิภาพของการจัดสรรทรัพยากร เพื่อให้ความชอบธรรมกับความเหลื่อมลํ้าที่มากขึ้น ขณะที่ระบบสวัสดิการถ้วนหน้ามีลักษณะการตั้งคําถามต่อความเหลื่อมลํ้าในระบบทุนนิยมมากกว่าซึ่งปรากฏความแตกต่างทั้งในทาง ปรัชญา การจัดสรรทรัพยากรและความสัมพันธ์เชิงอํานาจ
