Abstract

            The objectives of this research are to study the COVID-19 epidemic towards the merchants and shipping operators in Wiang sub-district, Chiang Saen District, Chiang Rai Province, to survey the opinion of the merchants and sailing operator regarding the measurement of Lao PDR on closing international checkpoints, traditional checkpoints, and local checkpoints on land and water where COVID-19 has spread, and to find legal guidelines including measures in helping effectively the merchants and sailing operators. The quantitative method was employed, and sample side was 30 % of the merchants and sailing operators. The questionnaire was used to collect data

            The research findings showed that 1) most merchants and shipping operators in Wiang sub-district, Chiang Saen District, Chiang Rai Province were affected by the COVID-19 pandemic. The closure of local checkpoints, traditional checkpoints in Lao PDR, resulting in lower-income, increase expenses, and causing trouble in business and in livelihood, 2) Merchants and shipping operators believe that if the Lao PDR takes into account the safety of the people before trade tourism by the measures to close the checkpoint, the people in the area felt that the two states should allow some relief for the traditional trade without moving people between each other, therefore, when there is no relief, there has been no trade-in tradition at all since the beginning of the COVID-19 epidemic until the present. The private sector will be the operator. and at present, there are no clear easing measures, and 3.) The Thai government should implement foreign policy. by calling on Lao PDR to join bilateral negotiations to formulate a special trade agreement and to allow relaxation to open local checkpoints, traditional checkpoints under the measures to prevent and control the epidemic of COVID-19 strictly under international standards.
