Abstract

This research aimed: 1) to develop a strategic plan for organizing a student-centered learning process to strengthen the quality of students according to basic educational standards, and 2) to study the effectiveness of the strategic planning for the students of Rittiyawannalai School under Secondary Educational Service Area Office 2. The sample consisted of 2,280 people including the administrators, teachers, students, parents, and the school board of Rittiyawannalai School. The research instruments were a questionnaire, a checklist, and a structured interview form. The data was analyzed by percentage, mean, standard deviation and content analysis. The findings revealed that: 1) the strategic plan consisted of 5 strategies as follows; (1) to promote the quality of studentcentered learning, (2) to create learning opportunities for students, (3) to develop educational management network, (4) to improve the student-centered leaning management system, and (5) to reinforce teachers development system, which 25 school projects were used and those 5 strategies were considered appropriate, consistent, practical and useful, 2) The effectiveness of the implementation of the strategic plan, it was found that a development of the strategic plan was at the highest level, also it was found that the dimension with the highest level of success were Action, followed by Planning and Reflection, respectively. As for the dimension with the high
level of success was Observation. The output resulting from the implementation of the strategic plan was found that the academic achievement and desirable characteristics of the students in the academic year 2018 and academic year 2019 are of excellent quality, and 3) The results of the assessment of the satisfaction of teachers, students, parents and the basic education institution committee on the performance of the strategic plan were found that all the dimensions were with the highest level of satisfaction, in descending order, namely the quality of the students Learning and teaching management processes that focus on the students and administrative processes and management respectively.
